Now that California Governor Jerry Brown has claimed credit for reducing the deficit of the state into single-digit billions with his cuts and austerity plan, the money is flowing out again. Although state Democrats will howl that it’s not enough, Brown intends to spend more money on K-12 schools and higher education in the budget he will release.

Of course, Brown has access to that money, $6 million more, because of Proposition 30, which raised taxes on Californians and passed in November.
