I am tired of the continuing resolutions to fund the government RATHER THAN PROPER PLANNING.

I have developed an idea that should cause the congress to perform as required. Please spread this on Facebook and by e-mail or any other means and let’s see if we can cause our politicians to get serious.

I propose a constitutional amendment to read as follows:

After the second quarter of the fiscal year, starting the first day of April, April Fool’s Day, neither the Senate nor the House of Representatives may consider any issue except in case of national emergencies and the budget for the upcoming fiscal year until the budget for the proximate fiscal year is signed into law. If the budget for the next fiscal year has not been established by the end of the third quarter of the fiscal year, starting the first day of July, all members of the Senate and the House of Representatives shall remain within the District of Columbia until the budget for the proximate fiscal year is signed into law. If a budget has not been passed at the beginning of the fiscal year, all members of the Senate and the House of Representatives shall remain within the capitol building until a budget covering the entire current fiscal year is signed into law.
